Norm Cadre
On 6 November 2000 the Council of Ministers issued its decree no. 2000/168 on "Principles and Procedures to be Observed in Norm Cadre Arrangements by Governmental Organisations and Agencies" to ensure the most efficient utilisation of public resources and employment of public personnel in a manner to respond to public service needs in terms of status, qualification and numbers. Following this decree, all governmental organisations and agencies launched internal restructuring work.
The Prime Ministerial Circular no.2001/39 which was published in the Official Gazette no. 24459, dated 11 July 2001 defined the period from March 1, 2002 to December 31, 2002 for the GAP Administration to give effect to its restructuring under the above mentioned decree.
The GAP Administration accordingly gave start to its "norm cadre" work on 13 May 2002 with an organisational analysis focusing on ways of internal reorganisation so as to serve the original mandate of the Administration most effectively and efficiently. Consequently, staff/position, job analysis and performance assessments were conducted for each unit within the Administration. Job analyses and assessments yielded job definitions, staff positions and qualifications pertaining to all units and their personnel. On the basis of the mandate and duties of the Administration, reorganisation and restructuring work involved the re-delineation of duties of some units as well as abolishment, unification, modification or overhauling of others. Relevant work was completed in February 2003. The renewed organisational chart of the Administration including details of staff positions, etc. was sent to the State Personnel Office and Ministry of Finance for approval
