Justification: The South-eastern Anatolia Project (GAP) given start in the late 80’ies has so far led to many initiatives and projects targeting the promotion of entrepreneurship in the region. In the 90’ies there were widely based trainings in “Start Your Own Business” under different projects as well as many initiatives for building capacity in enterprising in the context of the Project “GAP Entrepreneur Support Centres”. In fact, the innovation and enterprising infrastructure created or supported by the Government in South-eastern Anatolia does not differ much from what exists in other regions of the country; still, as mentioned in the Entrepreneurship Special Expertise Report prepared to contribute to the Tenth Development Plan, the region lags far behind others in terms of enterprising initiatives.

Goal: Analysis of the present state and potentials of enterprising and innovation ecosystems in South-eastern Anatolia Region and developing strategic roadmaps on the basis of this analysis. Project outputs are intended to enhance innovation, enterprising and competitive capacity of the region, lift up income levels and support sustainable development.

Objective: Identification of needs in entrepreneurship and innovation in line with national targets specified for the region in the 10^th Development Plan and development of projects to respond to these needs and bring solution to region-specific problems.

Activities Conducted: Under the project given start on 13 November 2017, a series of workshops were organized in Şanlıurfa, Gaziantep and Mardin to assess the present state of Organized Industrial Zones (OIZ) and Small Industrial Sites (SIS) in the region in terms of their economic and technological endowments, to identify performance indicators to measure the efficiency of management systems and to develop suggestions for improvement. An OIZ and SIS report was prepared after these workshops. It was followed by survey questionnaire design to be applied to OIZ, SIS, Business Development Centres (İŞGEM), University Technology Development Zones (TGB), Technology Transfer Offices (TTO) and Small and Medium Size Enterprises (SMSE).

Activities

• Evaluation of Organized Industrial Zones and Small Industrial Sites and determination of development strategies with OIZ and SIS business package.
• Evaluating the structures of Business Development Centers and determining development strategies with İŞGEM work package,
• Evaluation of the effectiveness of Technology Development Zone (TGB) and Technology Transfer Offices (TTO),
• Evaluating the industrial efficiency of the Regional Universities with the University Technology Development Zone (TGB) and Technology Transfer Offices (TTO) work package,
• Feasibility Study on Establishment of Regional Technology Transfer Center,
• 26 reports were prepared for the SME business package and the Strategy Paper for the Development of Regional SMEs.
